Bill Hollett
Bill has a wealth of experience at Senior Manager/Director level appointments in hi-tech and telecommunications companies specialising in the business arenas of contracts, commercial, administration, operations and CRM. Contract and commercial management has involved the negotiation and drafting of international contracts critical to the company’s profitability and the programme management of them to successful conclusion with risk management and mitigation. In addition, for the past 20 years he has acted as a prime driver in change management with the intelligent use and implementation of quality programme initiatives (internal, ISO and EFQM) to improve company performance and customer satisfaction. He has worked in both the public and private sector and for the last five years independently, providing contract, commercial and business management solutions to numerous clients. Appointed as Lead Negotiator for the competitive public procurement and contract negotiations for the supply and support of a Real Time Passenger Information System for London Buses
Awarded the role of Lead Negotiator to the South of Scotland Pathfinder Project for the implementation of broadband to all schools, libraries and council offices with a budget of £32 million. This was a partnership of two Councils utilising an ITN with the expectation to award preferred supplier status for contract conclusion. Under a reformed Negotiation Strategy a competitive procurement was run between two prospective suppliers with parallel negotiations to BAFO leading to a contract award that exceeded all expectations in terms of value for money, scalability and coverage, all within the agreed timetable for conclusion
Led the competitive public procurement and contract negotiation for a £120 million contract for the supply and support of London Buses replacement radio and information systems, the largest project of its kind in the world. The award to Siemens provides for a minimum ten years a managed service to London Buses including operations management, support and maintenance services, installations and decommissioning of equipment, data centre hosting, fault management and training
Negotiation of the terms of supply of handheld digital radio terminals with numerous UK police forces from tender to contract; including North Yorkshire Police, Manchester Police and Avon and Somerset Police
Negotiation and drafting of TETRA technology solutions for public authorities and public safety bodies internationally including, Australia £12 million), Saudi Arabia (£2 million – first phase) and Peru (£1.5 million –first phase)
Established a new UK company venture in TETRA systems development for an Austrian parent including the negotiation of contracts for telecommunications services, employment, IPR and leased buildings
Drafting and lead negotiation of a £20 million per annum electronics and telecommunications manufacturing outsource contract to Ireland including service level agreement

Key contributor in the successful privatisation of British Rail Telecommunications (Commercial Director) with particular note to; the establishment of a complete contractual framework to support the five-year revenue projection in accordance with the business plans; establishment of an independent Procurement Department with savings of £6 million achieved; establishment and delivery of a property rationalisation strategy, covering disposal and acquisitions to cost effectively meet the changing and diverse business needs; establishment and delivery of an IT strategy to remove bespoke legacy systems and replace with off-the-shelf server applications
Programme Management
For a world leading manufacturer and supplier of fitness equipment, roles and responsibilities delivered include; drafting ‘model form’ distributor and service agreements (various) and coaching in their implementation; interim Operations Director; programme management of the outsourcing of the UK warehousing and logistics management including leading the negotiation of the managed services contract and its drafting; advising, responding and negotiating terms of supply on local authority tenders.
